Around 2.5 million American members of military services have been deployed to Iraq and Afghanistan ever since September 11,2001.America’s recent wars in Iraq and Afghanistan have increased the rates of trauma and mental illnesses toward American veterans. Most Military services have exposed members to a range of injuries and family pressures (.U.S Department of Veteran Affairs,2014). In August of 2012, President Barack Obama placed Executive Order directing Federal agencies to create a National Research Action Plan (NRAP) to reduce factors that contribute to these problems (Office of the Press Secretory,2012)
The NRAP is a combination of Veterans affairs (VA), Departments of Defense (DOD), and Health and Human Services (HHS). They have all come together to put in effort in response that called for access to mental health service for veterans, service members, and military families (Office of the Press Secretory,2014). The costs of providing a complete physical and mental health care services to veterans arriving from Iraq and Afghanistan War’s are high. The Military Health System (MHS) is responsible preparation of medical usage for TRICARE, a health program of the DoD. The MHS serves 9.6 million dollars worth of benefits through a system of facilities and networks that provide military treatment, health care professionals, pharmacies and institutions. All the programs and departments that makeup the MHS constitute The Unified Medical Program (UMP). With the UMP a total near $48 billion dollars was spent on military health care services in 2013 by and exceeded those expenses in 2014 with a total of $49 billion dollars (Burns, Sarah K., Philip M.
