This is because if you live in certain area it is harder to be successful through the education system. If you are from a suburban area, you are far more likely to have a proper education. If you are from a more urban, ethnic community, you are less likely to be college ready. In our local schools, there is something called tracking that takes place. I was privileged enough to go to a early college initiative school (similar to a charter school) but we still ha many problems. Most of our problems, however, were based on our lack of funding. There were also no resources or no opportunities for students with disabilities. There was a boy in my year that had no help even though he was determined to have had ADHD, etc.
To remedy these problems what shall be implemented in my school along with the good things about my school are rewards based off of grade: higher grades, more incentive such as trips and meals out(being allowed to eat outside instead of eating school food). Low grades will entail punishments of removing club privileges and future opportunities for trips (Not for the class with disabilities based off of their disabilities. They will have their own assessments based on their skill set). Also, to remedy to the specification: taking a test to assess prowess (ability in basic subjects) and not solely on grades (for entering the school) as well as potential based on performance and recommendations of past teachers of all years.
