The Chapter 3 investigates the research methodology and empirical approach that going to be used in this dissertation. As stated in the Introduction Chapter, the overall research project aims/objectives are to identify any constraints, flaws, and problems of implementation the ASEAN Mutual Recognition Arrangement (MRA) Agreement on Engineering and Architectural Service scheme in the street level in Indonesia. The online survey is required in this study in order to get the systematic observation or systemic interviewing (Sapsford 2001:4). The respondents will be given the questions that will be answered in the open-end answers or be provided with the range of answers. Therefore, in order to get the systematic observation, the things that that is going to be observed must be defined precisely in the questionnaire set. Moreover, Davies (2007:54) suggested that in order to achieve the desired research objectives, an adequate and appropriate number of samples must be achieved and can be collected within the time period available on the research timeline. Moreover, the data collection through the online survey must be set in which the researcher could have the easy access to the respondent. Furthermore, in a survey based research, the terminology of population refers to the category of people that the researcher intended to write about and also as the basis of the sample collection. Therefore, in this case, the population refers to the all Indonesian ACPEs (630 Engineers) and AAs (90 Architects) that already registered in the ASEAN MRA within period of 2008-2016. The email database of the survey respondent is obtained through the Indonesia Monitoring Committee (IMC). IMC has specific role in the ASEAN MRA’s implementation according to the Ministerial Regulation No. 31/2006 (for Engineering Service) and No. 25/2009 (for Architectural Service).
