The jury heard that no background suspect information is given when calls of this nature are assigned, but the officer is only given a briefing on what had occurred. In Mr. Vaugeois’ case, he had a history of misconduct with the RCMP. Thus, the presence of the RCMP Officer, in uniform, on September 15, 2015, resulted in Mr. Vaugeois becoming more agitated. Vaugeois’ second and final incident, which occurred on September 23rd, 2015. Paramedics were called after Mr. Vaugeois incised his own abdomen and was sprayed with pepper spray (OC) during a police exchange. He testified that a primary care ambulance arrived at CHEAM Village before he and his partner did. Although primary care ambulances contain less equipment, he stated that instruments could be transferred from advanced care ambulances and vice-versa. He had also restrained Mr. Vaugeois during his treatment as he was agitated and defensive, and stated that all paramedics are authorized to do so whenever they feel necessary in order to provide an efficient treatment. He also stated that they had the choice of either using muscular injections or an intravenous line depending on the patient’s behavior.
