1.1 Problem Description
Mr Gleeson reports that teenagers are congregating at the park on weeknights and weekends, where they are allegedly drinking alcohol, using drugs, having fights and causing disturbance to surrounding neighbours with excessive noise. It is reported that there has also been an increase in daytime break-ins and vandalism to surrounding homes and businesses. It is noted that the park is poorly lit.

1.2 Dependent Variable
Reduced neighbourhood disturbances.

1.3 Cause of the Problem
Mr Gleeson believes that inadequate lighting in the park causes the problem.
