Moving Away From Shelter

I believe that the episode was trying to show us the seriousness in a person when a he/she is in fear.But if you were the ones outside from the shelter you would have think that maybe Bill’s family are not as worth saving as someone else's family. Or what if you were the ones who were safe in that shelter are you obligated to open the doors for someone you have been constantly telling them to build a shelter even if they were your closest
