In the European countries considered the Monroe Doctrine to be unimportant. The president’s desire to guard the Western Hemisphere was somewhat ridiculous in view of America’s weak military position. Knowing the British navy would be back up the Monroe Doctrine, they made no attempt to restore Spain’s New World Empire and Spain finally recognized independence of her American colonies. In 1824, Russia agreed to establish the Southern boundary of Alaska at 54° 40’. The Doctrine was never tested in this early period. Its real importance lay in when it would become a cornerstone of American foreign policy.
