I was elected a member of parliament in 1908, and I was appointed to the Prime Minister's cabinet as the president of the Board and Trade. Also in 1908, I introduced several reforms for the prison system. I also introduced the first minimum wage, and helped set up labor exchanges for the unemployed. I helped in the passing of the People's budget, which introduced new taxes on the wealthy. In January 1911, I made a controversial visit to the police siege in London. While serving as the first lord of Admiralty, I helped modernize the British navy. I ordered that ships be built off of oil-fired engines, as opposed to coal-fired engines. From 1919 to 1922, I served as the minister of war and air and colonial secretary under Prime Minister David Lloyd
