2. Although unfair the restrictions could have been seen as an encouragement to Canadian newspapers to flourish and also profit from the taxes imposed to the outside magazines.
3. From a historical perspective it could have be seen as a method of encouragement for the Canadian coverage to improve and retain more of the market. Also it could have been seen as a way to force a bit the incrensement of that percentage.
4. In my opinion there should be no limitation when it comes to press, no extra costs for other coverage just because they are external, foreign. As covered in point number 4, I don’t find the measurements imposed to be fair nor legal as it was proven later on. As it was decided by the world trade organization the dispute should be against the taxes and all publication should be treated equally. Other local publication can thrive within the market in different ways, initially by appealing to the public with better content so that the publication can be sold better.
6. There are many debates on which of the ways to do this distinguished method and I do presume that there is no exact one on how to do it.
