Complainant Jordan stated the following in summary:

Complainant Jordan stated that he has known Respondent Cook for several years because they shared car pool drives to work and they have had many friendly and personal discussions.

Complainant Jordan stated that Respondent Cook lost his composure in January 2016, when his time sheet wast denied. Respondent Cook was scheduled to attend a meeting that involved other employees and a Contractor. Respondent Cook sent Complainant Jordan an email informing him that he could not attend the meeting because he needed to pick up his wife from the airport. Complainant Jordan replied to the email explaining that the meeting had been scheduled several months in advance and it was an important meeting.

During the meeting, Complainant Jordan commented to all staff in attendance that they need to pay closer attention to "action" emails that require a response. Respondent Cook took offense to the comment and challenged Complainant Jordan to describe one instance where he [RP Cook] did not answer an action email. Complainant Jordan told Respondent Jordan that his comments were intended for the entire staff in attendance. Respondent Cook loudly demanded, "Tell me one time I did not answer my email."When Complainant Jordan gave Respondent Jordan an example, Respondent Jordan loudly stated, "Well, you don't answer all of your emails; at least that is what you told me." Complainant Jordan informed Respondent Cook, you are taking my email comments out of context."

Complainant Jordan stated that he discussed the time sheet and staff meeting incidents with Deputy District Director, Dennis Agar and Mr. Agar encouraged him to file a complaint in January 2016. Complainant Jordan stated that he was not intimidated and did not believe Respondent Cook would harm, but he also understands the Director's Policy regarding workplace violence. Complainant Jordan stated that he was not going to file a complaint and that is why Mr. Agar filed the complaint.

Complainant Jordan further stated that Respondent Cook approached him on December 19, 2016 and asked why he had filed a complaint. Complainant Jordan told Respondent Cook that he did not file a complaint against
