One on the major characteristics of a model treatment program should be the focus of program on differences between male and female offenders. For example, females are less likely to commit violent offences except under extreme conditions. These extreme conditions must be judged from their point of view without any bias.
Secondly, strong collaboration should be developed between criminal justice officials and female psychologists.
