The population of Hong Kong still rises and over 8 million people in the middle of 2031. That means the housing and transportation in Hong Kong are a large-scale project with large requirement. To meet the needs of Hong Kong people, the government has developed the infrastructure projects and building projects which are still growing vigorously.
Almost every project included lifting operations, the lifting appliances and mobile crane becomes the main equipment in the construction project. Lifting appliances and mobile crane are used for raising or lowering a load when suspended. Apart from operators or workers, it may also a must to examine the attitude of a competent person. As the certificates will be reviewed by the Labour Department, safety practitioners or contractor is really concerned about the certificates issued rather than the actual safety of the machine. The competent persons mandatory examine the machine periodically; they may not check the actual safety condition of the machine because their main objective is issuing the certificate. It is because a signaler does not need a silver card on the basis of the Construction Workers Registration Ordinance. During the training course of the silver card, it provides the basic safety knowledge to the riggers and persons who are involved in the lifting operation. They can know more about the safe rigging practice and safe use of lifting gears. From the training, signalers can identify the hazards that riggers and they are involved and try to eliminate the hazards.

The training of the mobile crane operator is not enough. In Hong Kong, there are many training centres such as Construction Industry Council (CIC) and Construction Machinery Technical Training Centre. The duration of training courses provided for different mobile crane is varied. For Crawler-mounted Mobile Crane and Wheeled Telescopic Mobile Crane, the training period of non-experience operator is much longer than Truck-mounted Crane. When the operator has one year experience, the duration of the retraining time is only 3 days same among three types of mobile crane.
