There are five domains in the evaluation process of the M-STAR. Planning is Domain I, which consists of lesson plans that demonstrate knowledge of content and pedagogy. The lesson plans should also meet the diversity of students and special needs. Lesson plans should select instructional goals that incorporate higher level learning activities for all students. Plans should include units of instruction that align with the Mississippi Curriculum Framework and the College and Career Readiness Standards. Assessment is Domain II, which is the collection and organization of data from assessments to provide feedback to students and change lessons and instruction as needed. Assessment should be incorporated into the instructional planning that demonstrates high expectations for all students. Instruction is Domain III, which should demonstrate a deep knowledge of content when instructing and actively engage students in the learning process. Teachers will receive a rating for each standard on a point scale of 1-4 points. The points within each domain will be averaged and the average for each domain will be weighted equally to arrive at a summative rating. The teacher performance levels are unsatisfactory, emerging, effective, and distinguished. Unsatisfactory rating is the least effective level of teacher performance. This rating indicates the teacher’s performance is not acceptable and rarely meets expectations. The teacher who receives this rating should have comprehensive professional development and support designed to address the identified areas that need growth. Emerging rating indicates either a beginning teacher or a teacher who needs focused professional development and support. A teacher receiving this rating indicates that the teacher is sometimes meeting expectations, but is not doing so consistently. Effective rating is the expectation for all teachers.
