Mission Command: Visualize General Petraeus used the concept of visualization of mission command during the seizure of Mosul as the 101st Airborne Division entered Mosul, Iraq. Visualization is the mental process of developing situational understanding, determining a desired end state and envisioning an operational approach; by which the force will achieve that end state (pg. 1-4) The end state of General Petraeus operational approach of how to stabilize Mosul after military conflict would prove a successful outcome that led to the start of Iraqis governing their country.

The center of gravity that General Petraeus needed to control was to persuade the Iraqi people they were to make the decisions once the Iraqi people elected their government through a popular vote. A decision point came when General Petraeus formulated a plan to select possible government officials; General Petraeus ensured that the election results represented each major ethnic group, Sunni, Kurdish, Assyrian Christian and Turkmen (Lundberg, 2006).
Several lines of effort and lines of operations were used during the operational approach. Oil, agriculture, trade, governance, and policing functions were the major lines of operations. In seven months, the 101st used $57 million dollars of Commander’s emergency response program (CERP) for over 5,000 projects that included rebuilding 500 schools, clinics, hospitals, repaving roads, installing irrigation systems. CERP money allowed projects to be worked on and created jobs for the Iraqi people. Civil affairs units teamed with Petraeus’ subordinate commanders and spearheaded the lines of effort in reestablishing civic projects such as restoring electricity, establishing schools, organizing a police force, reestablishing hospitals, and establishing a joint security
