Any potential employee considered for promotion should have the ideal knowledge, demonstrated skills and capabilities needed to perform job duties. As for an example: A minority recruitment director; the employee should have taken a course in psychology, have experience in the position of personnel director and a politically adept speaker capable of communicating efficiently. They should also have completed ongoing training and certifications as required enabling them to perform their roles efficiently.
