Statement of the Problem The problem in this dissertation, is the quality of life for low-income households in the United States continues to decline, as the minimum wage have not caught up with the cost of living. In this study, the quality of life is composed of four major factors; higher education, health care, housing and social interaction (Albright & Brannon, 2014; Barron, 2014; Campolieti et al, 2014; Rogers, 2014; Smith, 2015).
