I think employees who receive tips should be paid the same minimum wage as non tipped employees because tips are not reliable enough for employees to make a fair income. Higher pay for restaurant jobs will be a positive incentive for people to find jobs at restaurants. Refering to the "2014 Economic Policy Institute report" that said "workers who rely mainly on tips are more likely to need government assistance." Less people will need government assistance if they are making a stable minimum wage like non tipped employees and this will leave more resources to the government for other valuable programs.
