The only catch is that these laws only affect teenagers 15, 16 or 17 years of age. Some of the rules are that teenagers have to have a certain amount of hours being supervised by an adult, no driving other teenagers, no night driving, and a 6-month waiting period of instruction before taking a driver's test. These laws have been the driving force behind the 30% drop in fatal automobile accidents in 15, 16, and 17 year olds. Yet as automobile accidents for 15 and 16 year olds drop the sudden fluctuation of automobile accidents of 18 and 19 year olds are direct effects.
