This one has to be consistent and coordinated with the organizational capacity. Programs initiated have to be congruent with the communities’ available organizational capacity and they also need to be oriented towards invigorating economic development that serve the wider section of the people and ensure broader participation. This definitely require making investments in the potential skills and capabilities that matches the economic possibilities in Milagro. Still, with this type of capacity building; experience and knowledge is critical. Therefore, the third type of capacity or ‘networking’ might be quite necessary to empower the people of Milagro. We said that both of the earlier types needed to leverage community’s opportunity and power depend on assistance from other experienced/ professional entities. Hence, the people of Milagro through their elected or chosen representatives are supposed to communicate with governmental and non-governmental organizations to request help to start change in their region. The selection of the external assistance to develop the internal capacity has to be strategic, purposeful and serve both the short and long term goals of
