Without such order, we would have anarchy. While all laws are rules, not all rules are laws. Rules generally apply to specific groups or at specific times; whereas laws apply all the time. One of those outcomes is that in the event of injury, said player will continue to earn a predetermined amount of money. Whether or not this is right is very subjective. It isn’t illegal. Nor immoral. It’s not even unethical. Is it fair? Is life? If you don’t agree with the fact that athletes make the exorbitant amount of money they do or more specifically continue to receive a paycheck while injured, ask yourself how it is even possible.
