On Sunday, September 27, 2015 at 2330 hours while I was sitting stationairy on the unit block of W. Centre St. near the Lyric the COMPLAINANT walked to my patrol car and advised me there is a physical fight in progress in front of the Mexican Bar. I advised the COMPLAINANT I am going there now and told the COMPLAINANT to walk back over to the Mexican Bar so I can get his information.
I arrived at the Mexican Bar located at 8. E. Centre St. and activated the emergency lights on my patrol vehicle. I observed two white males yelling at a Hispanic man. I identifed the white males as Robert MONCRIEF and Stephen MACKERAVAGE both who were yelling at the unidentified Hispanic male. I began to speak with the hispanic male who stated "Speak no English". I then advised the Hispanic male to wait here also using hand gestures to help the Hispanic male understand what I was saying, the Hispanic male shook his head in the yes motion. I entered the Mexican Bar and I asked if there was anyone who could speak Spanish and English to translate for me due to me not being able to speak spanish. When speaking with I observed his blood coming from his lip and a scratch on his face that was bleeding. ALVAREZ refused to have EMS come treat him for his injuries and stated he was ok. ALVAREZ stated "MONCRIEF and MACKERAVAGE were yelling at me and I don't know why." ALVAREZ stated "After the bar closed I was outside and MONCRIEF got in my face yelling at me." ALVAREZ stated "I punched MONCRIEF first and we began to fight." ALVAREZ stated "MAKERAVAGE was yelling at me to but he did not hit or physically fight with me."
I told ALVAREZ he will be receiving charges as well as MONCRIEF and MACKERAVAGE, I then told ALVAREZ to go home. SANABRIA advised ALVAREZ he was told to go home but ALVAREZ was not leaving. SANABRIA stated "He said he does not want to leave he wants to fight MONCRIEF one on one right now and settle this." I advised SANBRIA to get ALVAREZ home before he gets into more trouble.
