The story Anthem shows how far behind they really are with a race that acts completely the same you think research would be a high priority but it is not. As it is outlined they have extremely low technology advancements such as they do not have electricity and use candles instead. The story provides enough information that they do not plan to advance anymore and they are convinced that they have enough. But as

As in the novella (Chapter 3,
Paragraph 5) It shows that one man alone has discovered electricity and cannot reveal it yet for he is not alowed to.This shows they do not want to change at all and plan to stay they way they are.
Why won’t they advance
The people of anthem do not wish to advance for they cannot they are a race that must stay constant and remain the same all of them. Their reasoning is that they have enough and do not need anymore technology and that mankind has enough. They do try to research not technological wise but philosophical wise they do research and ignore technology completely. We think that there are mysteries in the sky and under the water and in the plants which grow. But the Council of Scholars has said that there are no mysteries, and the Council of Scholars knows all things. (1.22)
Conclusion
Anthem shows how little they care about technology they believe what they have is enough to sustain them and they will overcome any obstacle that comes at them. They show no technological advances and plan to stay the same and never change unless needed to. They fully rely on what they have to survive and will remain the same for the greater
