Also they were different in their way of govern their civilization. Ancient Egypt had a highly centralized government. Its efficient bureaucracy and the high position of the pharaohs meant that rulers wielded enormous power over the entire country. In contrast, the governments of ancient Mesopotamia were more regional in character, as each city had its own government and these included elements of what we now call democracy. The Kings emerged as civilization developed, but elected assemblies also had important powers, even over kings. The Mesopotamians also had high regard for the laws and the "agreements" or contracts, as we see by the famous Code of Hammurabi, among other sources.
