According to Ravitch, merit pay was established because corporate reformers believed that schools were failing, because of the teachers. Merit pay was established to make education more like a business, governed by competition with test results being the measuring tool. Ravitch stated the goal for merit pay was to motivate teachers into increasing their test scores through competition and bonuses. However, the opposite occurs, teachers stop trying to increase their student’s scores. Research found that student’s achievement goals stayed the same regardless of the merit pay system.
NO! Merit pay does not work to increase student achievement scores. According to Ravitch, only 2% of the school districts that have tried merit pay for teachers still exist today. The 2% of successful merit pay does not take test scores into account, instead it is for extra duties that teachers complete or attend. According to Ravitch, merit pay actually hurts student achievement, when teachers feel they are being treated unfairly, they quit or do less work.
