Mcclane Park Vehicle Observation Report

On 12-29-2016 at 0007 hours I located a vehicle on McClane Park parking lot after the park was closed.
Upon pulling up to the vehicle the subjects inside were moving around and the back passenger (later identified as J2016-5460A) was moving around a lot more than the rest and appeared he might be trying to hide something.
I made contact with the occupants of the vehicle and I could immediately smell a strong odor of brut marijuana coming from the vehicle. I asked for another officer to respond to my location for a vehicle search due to the odor of marijuana coming from the vehicle.
Upon the arrival of another officer I asked J2016-5460B to exit the vehicle and while patting down J2016-5460B I felt something in his left front pants pocket consistent
