I am writing in response to Marjorie Kizorek’s inquiry to the Illinois Department of Insurance dated September 28, 2015. In the inquiry, Mrs. Kizorek expressed concerns over the termination of her health insurance coverage and the processing of claims from date-of-service September 1, 2015.

Marjorie Kizorek had coverage under the Blue Choice Bronze PPO 005 Individual Health insurance policy effective March 1, 2015. The policy active and paid to July 31, 2015.

After a review of the concerns presented in Mrs. Kizorek’s inquiry to your office, we have reinstated Mrs. Kizorek’s Blue Choice Bronze PPO 005 Individual Health insurance policy with no lapse in coverage.

Blue Cross and Blue Shield of Illinois provides a grace period to all Qualified Health Plan members who do not receive an Advance Premium Tax Credit. This grace period, during which the member is treated as active, is 31 days. At 32 days past due, the member's policy is terminated effective to the paid to date. After termination, there is a 29 day lapse period in which the member can pay the full premium due and be reinstated with no gap in coverage. At the end of the lapse period (61 days past due), the member loses the ability to reinstate and must wait until Open Enrollment or be eligible for a Special Enrollment Period for new coverage.

Kizorek’s policy it was determined that her premium payment was received on the 60th day and therefore her policy is eligible for reinstatement with no lapse in coverage. There is a current premium due in the amount of $1,092.12 to advance the policies paid to date till November 30, 2015. Mrs. Kizorek can contact our Customer Service department
