Is there a crime shown?
No, there isn’t any crime shown because based on the film, at that moment Marijuana was becoming legal in California. On November 5, 1996, California's medical marijuana program was established after the state approved Proposition 215 (also known as the Compassionate Use Act of 1996). So basically, it is not legal but in many ways, it is still a crime shown.
What type of crime (from Module 6) would it be? Why? This is consensus crime because it advertises stimulant to people. I think stimulant is very dangerous. When people used it, in many cases, they can not stop using it. Marijuana is very dangerous for people health. It affects the central nervous system of human and addictive. It can make people do illegal things to have it. And many people sell Marijuana illegal.

The city of Oakland was one of the first cities to jump in, in terms of how to license dispensaries, to limit them not too close to a school, not too close to each other, not to create a district, those sorts of things. Had that measure passed, what Oakland City Council was trying to do would clearly be legal under state law. It still has a problem with federal law, but it would clearly be legal under state law.
How did the different levels of government disagree? Explain.
The state law measure failed, and it's against federal law. The city of Oakland wants to license the industrial production of cannabis. And they think it is legal to base on the state law but the federal weren't going to allow marijuana production to be licensed in Oakland, they thought it was not a good idea.

Thing surprise me is Oakland City Council license large-scale marijuana production. We all know marijuana is very dangerous. Many countries in the world do not allow their citizen to use, sell or produce
