Even though the law has got president’s assent in 1993 and law itself stands to be implemented all over the country, many states have still not accepted this on the ground that there exists no manual scavengers in the states even though the reality is different. Many schemes such as total sanitation campaign, pay and use toilet scheme, National Scheme of Liberation and Rehabilitation of Scavengers (NSLRS), Self-Employment Scheme for Rehabilitation of Manual Scavengers (SRMS) for the fulfillment of the scheme the act of 1993 couldn’t meet its objectives due to the exclusion of many sections, existence of dry latrines etc. To rectify much of the criticisms Government has come up with a more humane act “Prohibition of Employment as Manual
