Peter manipulates Ender by inflicting pain upon him. But as we see in the book, when Ender kills someone, he thinks he is turning into Peter when in reality it was self defense. Peter’s power over Ender is immense but only in fear. I know fear turns into power, and that power can be over someone. Peter also manipulated Valentine to become Demosthenes, cause if she doesn’t, Peter will probably become the monster he was before Ender left. Fear is power, we know that. But without the fear you have control over what people’s actions do to the world, good or evil causes.
