Most states allow medical and religious exemptions, and few allow philosophical exemptions. Some states require a signature of a medical doctor or other state-designated health care worker to obtain a non-medical exemption. Only California and Vermont have newly enacted legislation repealing religious and philosophical exemptions (NVIC, n.d.). In California this new legislation is prompting many parents to start homeschooling their children to avoid vaccines. Some parents are even going as far as relocation to another state (Seipel, n.d.).
Some people suggest that unvaccinated children are a threat to vaccinated children and expose them to disease. Both unvaccinated and vaccinated children are at risk from exposure to those recently vaccinated.
