On the other hand, HRM maintains and tries to develop the most important resource of organization which the employees and tries to motivate them. Under personnel management, personnel function is taken for consideration to satisfy the employees. Under HRM, to achieve the organizational goal administrative function is taken in consideration.
Under personnel and IR, employees are facilitated with less training and development program. Under HRM, employees are provided with more training programs and development opportunities.
In personnel and IR, top management take the decisions as per the rules and the regulations. In HRM, organizations take decisions collectively after considering employees’ participation, decentralization, competitive environment etc.
HRM is strategic function whereas personnel and IR is more routine function.
