Major Defense Acquisition Program Baseline Paper

Federal policy mandates that an Acquisition Program Baseline (APB) is required for all phases of the Major Defense Acquisition Program (MDAP). The APB ensures that the legal requirements as set forth in Title 10 USC 2435, 2220 as well as DODI 5000.02 for all (ACAT) initiatives. The (PM) or Program Manager is charged in creating the APB the established and mandated criteria, and for overseeing the baseline thresholds relating to schedule, costs, and Key Performance Parameters (KPPs) are met. Acquisition programs redesigned and in some instances canceled if they fall short of meeting the pre-determined thresholds. It is essential that the major acquisitions programs be closely monitored and managed in order to state within the established criteria and guidelines. It is important to note, that because of the magnitude of costs associated with these programs that Congress keeps a close view and will often challenge those programs that have become excessive in resource consumption. …show more content…
The program manager follows and closely watches the program schedule. In the event of a contract breach, Congress is notified then using the criteria stabled under the Nunn/McCurdy Breach policy, will then act accordingly.
Costs: The Program Manger or PM also delivers a report every quarter on the correct state of costs associated with the project. In the event of a cost overrun, the Congress will be notified if the cost is above 15% of the projected costs, the notification has to be no later than thirty days of the occurrence; in addition when the cost reach 25% of project, special permission will then have to be given by the Secretary of Defense and congressional approval.
