Napoleon created bulletins, articles for the official press, campaign newspapers, and medallions; through these creations he became the first modern man to publicize and create the self-image he wanted portrayed. This had a lasting positive effect on his public image from 1796 onwards and contributed to his political and military success. To accomplish the civil reforms that Napoleon did in such a short time often takes nations decades to achieve. He completely re-wrote the legal code, also known as Code Napoleon, restored financial stability with the Banque de France, reformed the education system, and centralized the government systems which are still used today in France. Napoleon also started a program of public works which included the building of roads, bridges, and canals, dredging of harbors, and beautifying of cities, especially Paris. Napoleon influenced meritocracy, implementing the ideals of the French Revolution by promoting and advancing people from all ranks of society, including nobles, and by judging them not by ancestry or wealth but by military, scientific, or artistic prowess.
