The main cause of the Kargil war was a territory dispute. Since Pakistan believes that the land of Kashmir is rightfully theirs, they believe that they should be entitled to that Land and everything that encompasses it. India believing that the people of Kashmir does not want to be a part of Pakistan and for their own reasons not wanting to give it up, would not feel comfortable loosing land especially to Pakistan. The people of Pakistan were the first to initiate the fight and soon the Indian troops followed. With refereeing the causes of the Kargil War I would consider this regional level security. Regional security deals with military and political issues of security within a particular region. For example, the war between Pakistan and India that affects predominantly the region of South Asia. Some of the issues that the war in Kargil deals with is religion and politics The people of the region are split up within religious groups which could also make the dispute of Kashmir to be a section of societal community since it also deals with the people of the area.
In some ways I also believe that it is conceptually a part of military security, because Pakistan is making the decisions for the countries survival, improvements, and the well being of the state. Pakistan has resource constraints when it comes to having fresh water, therefore clouding the decisions that they make when it comes to military action.
