The violence and government instability associated with MS-13 creates several threats to the United States.
The first threat to the United States is the Human migration from El Salvador and surrounding countries. This mainly results from the economic hardship in the region. The GDP of El Salvador can vary from single digit numbers to negative growth. This lack of opportunity creates the conditions for El Salvadorans migrate to the United States. Currently, 1.9 million Salvadorans reside in the United States. The continued lack of opportunities will continue to create a pool of Salvadorans migrating to the United States. This ever-growing population becomes target audience for future MS-13 members.
The instability in the region creates opportunities for MS-13 to affect the surrounding nations. This effect is being seen in Guatemala with the rise of MS-13 operations with military and political leaders. Recently, a senior military leader from the Guatemalan army with close ties to U.S. SOUTHCOM was arrest for illegal times to MS-13. MS-13, although at a cost, provide security and basic services for their neighborhoods. MS-13 extends this capability to all the communities that they reside in to replace the normal government structure that is non-existent. This growth provides MS-13 the ability to partner with other criminal organizations to expand networks throughout Central America. MS-13 is developing the relationships with the drug cartels from Mexico to expand their transnational reach. MS-13 provides a network centric organization with multiple independent cells ready to support any act for a price. The expansion of MS-13 in El Salvador and surrounding countries will only increase their ability to erode the Salvadoran government.
The ability of MS-13 to commit senseless acts of violence throughout the United States creates a threat to stability in cities that the gangs populate.
Since the start of MS-13 in the 1980s they have continued to be a learning organization and currently expanded to a transnational level. MS-13 is recognized by the FBI as the “most violent and organized gang” in the United States and expanding in size each year. This continue increase in violence will require the states and the federal government to expend resources to remove MS-13 members from the United States. The ease of movement from El Salvador to the United States will ensure the cycling of experienced criminals into the United
