However, complaints, or growing pains, should be expected when people are actually growing their abilities. In fact, complaints are an indication that the educational programs are working because people are being stretched beyond their comfort levels and are being forced to learn new material they did not previously know. Perhaps, people that don't understand professional growth requires growing pains should not be assessors in the first place. I also understand the concern that perhaps not enough assessors are being trained to replace those about to leave the workforce. However, shortening the certification programs or offering unprofessional home study based programs cannot be the answer. Furthermore, I would like to suggest as an alternative to changing the professional level education programs currently offered, a union is formed by the State of Michigan similar to the air traffic controller union. Air traffic controllers are all trained by the FAA similar to how assessors are all trained by the State of Michigan. Then controllers are dispersed by the FAA throughout the country to wherever they are needed. People are attracted to becoming air traffic controllers and are willing to work wherever the FAA tells them because the pay and benefits are top notch. The same thing could be done by the State of Michigan for assessors in that the assessors could all be trained by the state and be employees of the state assessors union. Then when a community needs an assessor they call the state and request one. The state tells a member of the assessors union you must go to this certain municipality as the assessor. If the union pay scale is high enough and the benefits good enough then a member of the assessors union would be willing to relocate. This way communities would know how much they are going to pay for assessor services and the state would maintain control of the entire process. I would suggest something like starting salary of $45,000 for a MCAT, $60,000 for a MCAO, $85,000 for a MAAO and $105,000 for a MMAO. Each community would be charged this amount for
