At 0913 hours, this writer responded to Washington Hospital Center to ascertain if M-1 was in the hospital. This writer met with Officer Vance of the Washington, Hospital Center who checked the databases with negative results.
This writer met with Ms. Barbara Blackwell and husband Mr. Stan Blackwell at 0930 hours, who are the house managers of M-1’s residence; which is an independent adult living program.
Mr. Blackwell explained to this writer M-1 left on Monday, October 12, 2015 at 0930 hours. Mr. Blackwell spoke with M-1 on Wednesday, October 14, 2015. M-1 told Mr. Blackwell she was downtown at a hotel and would be home later that day. When M-1 did not return home, Mr. Blackwell filed a missing person report. M-1 is allowed to live the facility. There is a curfew; residents are to be home by 10:00 P.M. Monday thru Thursday and Friday thru Sunday 11:00P.M. The residents are also allowed to stay out as long as they have a house pass.
M-1 has been residing in this residence for six years. She also has left home without permission and stayed out four days. Ms. Blackwell told this writer m-1 normally does this around the holiday season.
