Hobbs and locke had very different ideas what the government stood for. Hobbs the more stern one of the two believed the government was to keep law and order. The reason that made them not fully agree was that Hobbs believed that the rights of the people should be given up in order for protection provided by the government, and on the other hand locke believed that basic right the people get to keep like owning property etc, so he basically believed that every citizen has basic rights that they shouldn't have to give up just to be protected when it's the government's job to protect its citizens. Again two big different standing points even though they agree some rights must be given up locke didnt believe in giving up all of them.
When it came down to the type of government hobbs and locke represented they were the complete opposite of each other. Hobbs represented a complete and absolute monarchy which has the government and the person under the crown in control of the laws and decisions of the country. Locke represented a democracy in which the people have a say in the laws and decisions of the country and have the same power as the government.
