Her parents did not finish their schooling but were intelligent individuals, they began to live life that was dependent on drugs and alcohol which often impacted the family’s well being such as not having adequate food in their home or even the mother’s pregnancy, employment was not stable, a degenerative eye condition the mother had that effected her ability to work, the support system that the family had were not always positive, and sicknesses that impacted the family were just some of their challenges. Liz was a very intelligent young girl that had a lot of motivation and ambition to overcome her obstacles, but was let down by systems and persons who were ought to help her with this process. The ESG Program provides formula funding to improve in the quantity and quality of shelters for homeless individual and families (Schwartz, 2010). The grant also helps to operate the shelters, provide fundamental social services to shelter residents, and prevent families and individuals from becoming homeless (HUD Exchange, 2014). The recipients of the ESG Program was created in order to aid individuals and families who are facing homelessness, but also the subpopulations within the group.
