In order to meet their objectives of encouraging cultural activity within the community, Liverpool hosted numerous events during their year as ECOC. Culture is a widespread feature of what is known as contemporary urban regeneration strategies (Barrett & McEvoy , 2009) and cultural festivals, like the ECOC help bring with them economic investment, tourism and employment (West, et al., 2007) through an effective and creative event portfolio ensure that the legacy of ECOC continues for years to come. (Parliamentary, 2011) explains that Liverpool’s world-class cultural offering is a key driver in the area’s regeneration and is a crucial asset to the city‘s economic and social development. The (Yeoman, et al., 2015) concept of 7 elements that enhance event experiences was easily transferred to Liverpool, as the organisers ensured all 7 elements were covered through encouraging cultural participation by people from communities across the country whilst making the city a better place for people to live, work and visit (Garcia, et al., 2008). Prior to staging the ECOC, Liverpool already had a strong cultural offering (Parliamentary, 2011) with their reputation for music being second to none, museums having national status and the fact they have more listed buildings than anywhere in England except for London (Hull, 2013) and during the year of ECOC, the media coverage for Liverpool's cultural events doubled (Carter, 2010) with a 10% rise each year in arts audiences across Liverpool, with higher levels of interest in museums and
