Throughout the war, Katniss realizes Coin’s oppressive qualities, as well as her ability to do anything required to stay in power. This allows her to see that Coin will just as easily drive the people of Panem into suffering as Snow did. This realization encourages Katniss’s opinion that Coin is not fit to be President due to the fact that she is too similar to the dictator the rebels were working to overthrow. Additionally, Katniss thinks that Coin is just as invasive and strict as President Snow. Just as Snow watches every move his citizens make and works hard to control their lives, President Coin employs strict regulations in her own society. Katniss realizes this almost as soon as she arrives in District Thirteen, and says “In some ways, District 13 is even more controlling than the Capitol” (Collins 36).
