The key question that the author is addressing is formed into two separate questions. If this is the case, students that are in one stage of reading, by a certain time, should be in the next one. For example, if a student is still in the Partial Alphabetic stage but should have been in the Fully Alphabetic Stage two weeks ago may be a bit behind and is not grasping the fluency instruction given to them.
If we reject the author's line of reasoning, then the consequences would entail more and more educators “overlooking” the fact that fluency is becoming “neglected” in a student’s reading process and journey over Ehri’s four stages of reading development.
The main points of view presented in this chapter are that one- fluency is a student’s ability to pronounce, locate, and identify words in print without resistance and hesitation, two- fluency can only be mastered by consistent and constant practice, and three- fluency and comprehension are two very important skills a student needs to be successful in the classroom.
