Lemay's boss was Henry Arnold. Henry Arnold decided to take the place of Hensel with Lemay in 1944. The reason for this was that LeMay would administer for area bombing but Hansell would not. Lemay planned to attack Japan late at night because the damage would become bigger than attacking in the daytime. The bombing toward Tokyo had taken place in March 9-10 in 1945. Civilians were unprepared so that most of them were ineffective. (Searle)
