The environmental state of NYC is an issue that has an effect on everyone, automobile owner or not. Along with this, restaurant and business owners have expressed this as an opportunity to increase their revenue, allowing EV drivers to make the trip knowing they have a place to recharge nearby. F.A. Hayek defines the role of democracy in The Road to Serfdom as “Democracy is essentially a means, a utilitarian device for safegaurdingsafeguarding internal peace and individual freedom.” Without law 1176 there is a restriction on freedom for EV drivers. They do not have the numerous amount of refueling options available to gasoline drivers. The overall increase of gas stations was a direct result of increased demand for gasoline and number of gas powered automobiles. Before the development of gas stations, there were other methods of obtaining it. By 1899 there were approximately 2,500 automobiles on the road, only owned by the elite upper-class. With only a limited amount of equipment demanding gasoline, there were large bulk depots that weren’t very common, and the occasional hardware, grocery, or bike store that had gasoline for sale. They required the use of buckets and funnels, a process much more tedious; some instances would call for 3 men in order to fill one gas tank. “As the tiny gasoline engines began powering corn shellers and other farm equipment, washing machines, and soon horseless carriages, store keepers began selling gasoline.”(Stilgoe, 2003) The lack of bulk depots and stores forced the same range anxiety faced by EV owners today.
