Kitty Litter Analysis

I received a notice this afternoon saying I am being charged $30 fine for putting trash bags and kitty litter outside in the patio. I didn't put that bag there and I have nothing to do with the kitty litter either. I don't want to be penalized for someone else's mistakes. My roommates were having problems with each other(not with me) and they almost had a fight one night. They attended some kind of roommate mediation afterwards. I prefer not to interfere with their business to avoid any possible conflicts so I didn't tell them anything about the trash can or so. And about the kitty litter, I thought people were not permitted to have pets in shared space in the first place. I don't care if the cat is there but I definitely don't want to get
