The purpose of this paper is to see if the practice of placing children in out of home care into kinship care promotes the cycle of poverty. This study is to explore the relationship between children placed in out of home care and the differences in resources offered to foster parents compared to the resources to kinship care parents.

This study focused on only foster parents and kinship care parents not the actually children themselves. Though the proposed study will sample over one thousand participants, the population is small compared to all of the foster parents and kinship care parents to the national population. This study was also region specific and further researchers should attempt to broaden the sample population.
VII. Contributions of Study to Social Work
Discussion
Ehrle and Geen (2002) states “ Our data shows that children in kinship care face significantly more environmental hardships than children in non-kin foster care” (pg.30). Children who are in out of home placement and placed with relatives as a long term resource will continue to be an urban social issue. While there has been progress made in assisting kinship care providers to maintain their placements, there is still a gap in services and resources that are offered to these families.
Implications for Practice
Social Workers have to keep in mind that practice with families, especially in agencies with children and family focus, cannot forget the valuable resources needed to promote a successful future for those children in out of home placement.
