Israel as a nation had not had a king up until Saul. The reason is because God put in place Judges that would gain wisdom and understanding from him, so in essence God was the king of Israel. Saul was a young man from the tribe of Benjamin which was the smallest tribe of Israel. What happens is Saul is waiting for Samuel to arrive and offer up sacrifice to the Lord. Saul was scared that the Philistine armies were going to attack so he sought the LORD’S favor. When he really should have waited for Samuel who showed up almost immediately after Saul sacrificed. In 1 Samuel 13:13-14 the punishment that Saul received was that, the LORD was about to permanently establish Saul's reign, but instead the LORD found someone who would be loyal to him. The actions that Saul committed screwed up the plans God had for him. He was to rule over Israel, but because of his actions he lost it all.
1 Samuel 15 is another occasion where Saul disobeyed God. In chapter 15 Saul was commanded by God through Samuel to destroy the Amalekites. Saul obeyed, but spared the king of the Amalekites, Agag, and saved all the best of the animals. Samuel was furious with Saul for disobeying God.
