Those with low-income or the uninsured may be more likely to use the ED rather than to access a primary care physician. This may be related to their complex social, behavioral health, or physical health needs that are difficult to address in traditional primary care settings (Crane et al., 2012). In the Kern Medical Center study, they were able to reduce the ED visits of the frequent uninsured users of the ED by providing the group with case management services (Kern et al., 2012). Care management proved to be a cost-effective way to improve the psychosocial problems that were common among the uninsured. These issues may be related to homelessness or home insecurity.
