In the United States, majority of law enforcement officers are involved in incidents of

excessive force and should be held accountable and punished for any misconduct/inappropriate

behavior that they were elaborated in. On July 5th, 2011, police were dispatched about parked cars

being burglarized. Not having any suspects, two police officers named Jay Cicinelli and Manuel Ramos

spotted a homeless man near a bus station. Manuel Ramos who was one of the officers involved in the

violent crime, came upon Kelly before, and he knew he posed no threat. Kelly Thomas (homeless man)

was 37 years old who suffered from paranoid schizophrenia throughout his adult life before he tragically

died just 5 days after being beaten and tasered by

Without giving him a chance to get his story out, the officers allegedly accused him

as being the suspected burglar opening car doors with the intent of stealing anything left in the car. They

didn’t attempt to handcuff Thomas as he was sitting on the ground peacefully, instead officer Ramos

puts on a rubber glove before he puts his hands on Thomas. He threatened Thomas saying “see my fists,

they’re going to f*** you up,” before you knew it, Thomas was taken to the ground and violently beaten

and bludgeoned with the two officers fists and batons before they made a call for backup. A witness

named Mark Turgeon said he saw the incident that occurred between Thomas and the 6 police officers

that arrived just soon after.” They all started beating him with a flashlight in the back of head”, said

Mark “and he wasn’t moving around at all, but more came and they started tasering him, it was a

horrible sight” Mark reported. After repeatedly telling Thomas to stop resisting and moving as they were

still beating him up with anything they had even though Thomas wasn’t moving at all. The officers tried

to cover what they did by taking any phones from people who witnessed the incident and recorded
