The above diagram explains the Mandala concept of Kautilya and how this circle of kings should be utilized by the Kings.
Politics is inevitably a game of might and power and Kautilya too in his Arthashastra makes a mention of the different powers of the state:-
Intellectual power: A state having intellectual power possesses learned, wise men and where knowledge flourishes under the rule of the king.

Six techniques and principles of Foreign Policy:-
1. Making peace: Making peace means entering into agreement but with specific conditions.
2. Waging a war: The superior kings attack one of the inferior enemies.
3. Peace: To be in peace means neither the enemy nor the conqueror are in a position to harm each other.
4. Seeking support: When a king is depleted in power he will seek help from the other kingdom.
5. The Dual policy: Having peaceful relation with one kingdom and war with another.
Kautilya also mentions the aspects and characteristics of these six principles which are wanting to make peace (over war), to have respect for the provisions of a treaty, violation of a treaty and renegotiation of a broken treaty.
The different types of War mentioned in Kautilya’s Arthashastra are:-
An open war which takes place at a specified time and place
A secret war which is terrorizing, sudden assault, threatening.
Undeclared wars which includes occult practices

The equal should overreach to help an equal. The king should seek to obtain from one of the neighbouring kings troops in return of treasury or treasury in return of troops. The king shall resort to peace with one and war with other kingsdom.
Envoys:
The role of ambassadors and diplomats in the modern world is extremely crucial in maintaining relations with other countries. Kautilya mentions a segment about the envoys.
An envoy will be appointed in the decision which is taken after due deliberation. The qualifications of an envoy shall be same as the Amatyas.
The duties of an envoy shall encompass sending necessary information to the king, ensuring maintenance of treaty, to acquire allies, to create a feeling of dissension among the friends of the enemy, conveying secret agents and troops, ascertaining secret information.
